Bussman and Littelfuse use simpler, less expensive designs to meet the pricing requirements of the aftermarket. They are splash-resistant, but not suitable for engine compartment use. They will not pass the water test.
Fill a fuse holder with water and close the cap. Shake it, squeeze it, and wiggle the wires. If water leaks out, it isn't sealed or the seals have failed.
You have found an imported copy of the Delphi Packard design. The seals don't work properly and it fails the water test. Electrical performance has not been tested.
